The Gagli signed the petition on the Establishment File Hedwig.
This file establishes the systematic and widespread, from the age of 13 years by the Police delinquents hypothetical and trade union activists, political, and religious associations as well as elements relating to sexual orientation.
"Without public debate prior to the Government, by a decree published in Official Gazette on 1 July 2008, has significantly increased the capabilities of our filing. This filing will be provided in future by the Central Directorate of Public Security (merging the General Information and the DST).
To this end, a new police will be established under the name of Hedwig (Operations and Exploitation of document general information). It will identify, systematic and widespread, any person "who has applied, exercised a warrant or exercising political or economic union which plays an institutional role, economic, social or religious significance." Without exception, all persons
engaged in the life of the city are covered.
In addition, the filing is designed to allow the collection of identity information on "suspect" (person but also group) simply regarded by the police, likely in the future and
so totally hypothetical, of violating "public order".
It will compile all the notes of information such as marital status, photography, but also dating, behavior, movement, ethnicity, sex life, political views, philosophical, religious, trade union membership and association ...
The police will be authorized to view this file in case of investigations for access to certain jobs.
Minors will not be spared as unprecedented in our Republic and particularly shocking, their registration will be allowed from the age of 13 years and that no offense had been committed and only on the basis of their alleged danger.
This government, of course brings many abuses, is firmly in the context of the establishment of a security policy openly claimed.
The government has ignored the reservations expressed by the National Information and Freedoms concerning this file which, upon its release, has generated the strongest disapproval of many organizations, unions and politicians.
That is why organizations and individuals signed the appeal demanding the withdrawal of the decree authorizing the establishment of file Edvige which establishes a level of surveillance of citizens totally disproportionate and inconsistent with a design worthy of the name of the state of law, seek the support and signing of all our citizens and all organizations committed to civil liberties 
To respect their privacy and rights of the child, undertake to establish, in September 2008, as a collection to take any initiative to get government to give up the establishment of file Hedwig. "
